Iranian Customs Circular on facilitating the transit of dried fruits and chocolates from the country
The Customs Circular of the Islamic Republic of Iran regarding the facilitation of the transit of dried and chocolate consignments from the country, the Director General of the Customs Transit Supervision Office of the Islamic Republic of Iran has announced in the following circular:
Following the circulars No. 238833/94 dated 12/12/1594 and 248132/94 dated 24/12/1594 according to the letter No. 403/10/952 dated 8/2/1695 of the Supreme Council of Free Trade-Industrial and Special Economic Zones based on Declaring unimpeded the entry of dried fruits and chocolates into the free trade-industrial and special economic zones and requesting a revision of the said circular, taking into account the reduction of the risk of sedimentation of the above goods inside the country and the numerous demands of manufacturing companies located in the above zones , In order to export the mentioned goods, while announcing that it is impossible to consider a part of the provisions of the above-mentioned directives (only regarding the foreign transit of chocolates and nuts to free trade-industrial and special economic zones), hereby the following items to be implemented Relevant customs regulations and formalities will be announced. Therefore, please instruct them to take appropriate action while paying attention.
1- The passage of the mentioned goods (fruits, leeks, nuts and chocolates) should be done with a complete physical evaluation in the customs of origin and destination.
2- The use of standard and qualified containers for transporting goods (containers) and having GPS for passing vehicles is emphasized.
3- According to Article 10 of the Law on Customs Affairs and in order to ensure the safe passage of goods (fruits and vegetables) through the country, while depositing a valid insurance policy for import duties, to receive a cash deposit or bank guarantee in the amount of half to one The value of the goods should be taken with the direct opinion of the relevant customs management. In addition, obtaining and renewing comprehensive guarantees related to fruits and vegetables are delegated only to supervisors and general managers of customs. It is worth mentioning that foreign passage of fruits and vegetables to free trade-industrial and special economic zones is still prohibited.
4- In the entry and exit customs equipped with X-RAY device, trucks carrying fruit, leeks, nuts, chocolates, fabrics, clothes, scrap metal, low-value goods and other sensitive goods must be mechanized.
5- In order to better interact and coordinate the customs with the law enforcement force, the truck number and serial number of the declaration should be texted to the NAJA inspection stations through the relevant electronic customs system.
6- The customs of Bushehr, Mirjaveh, Bazargan, Bandar Abbas (Shahid Rajaei / Shahid Bahonar), Bashmaq and Shalamcheh should have special arrangements and be more sensitive in carrying out the legal formalities of the mentioned goods and shipments. / 2015 Plant Protection Organization of the Ministry of Jihad-e-Agriculture on the “need to control and monitor the external transit of high-risk plant consignments and the need to obtain prior permission from the relevant organization to ensure greater non-deposition of such consignments are established plant quarantine officers stationed At the customs, while carefully inspecting all transit cargoes, both entry and exit, they should register the entry and exit cases related to each license or quarantine certificate, so the issuance of subsequent licenses for international transport companies is subject to the submission of completed tables. It will be quarantined by the officials. “Therefore, in addition to the above points, it is necessary to cooperate with the relevant vegetable quarantine authorities to visit and control all the above-mentioned shipments at the origin and destination in order to obtain a quarantine permit in accordance with the regulations and Monitor the external passage of fruits And agricultural and horticultural products to take appropriate action. Obviously, this instruction in order to create facilities for the external passage of chocolates and dried fruits has been done in case of any violation and deposition of goods in the country by international transport companies, while necessary and judicial measures will be immediately notified to this office.
