Customs directive to support domestic production
Customs Circular to Support Domestic Production: In a circular, Iranian Customs announced a new government plan to support production units to customs offices across the country.
According to Iran Customs Public Relations, according to the new program, the main focus of supporting domestic manufacturers to facilitate and reduce the import of raw materials and intermediate goods required will be implemented within the policy framework, which was previously implemented for domestic automakers. This support program, called IPI, continues to support automakers’ imported parts. Accordingly, the percentage of in-house construction will be the criterion for determining the import duty for imported goods of domestic producers, and the attached tables regarding the percentage of in-house manufacturing in the production units will be prepared by the Ministry of Industry, Mines and Trade and notified to customs.
This circular was announced to the customs by the Secretariat of the Cabinet and in the implementation of paragraph C of Article 38 of the Law on Removing Barriers to Competitive Production and Improving the Financial System of the Country by the Ministry of Industry, Mines and Trade. Enforcement has been notified to customs throughout the country.
Based on this, it is determined that the production units pay the input fee in accordance with the percentage value of the components of the part.
The percentage of value of the components of the component that is made inside is determined according to the list of percentage of value of the components (IPI) prepared by the Ministry of Industry, Mines and Trade. Customs across the country will be as follows:
A- If the separate parts of the goods are imported in the form of CKD by the manufacturer, based on the following contents and in compliance with paragraph 2 of the same instruction, action should be taken.
Amount of facilities based on the percentage of construction inside the spare parts:
1) Depth of construction inside less than 20%
Equivalent to 80% of the full import duty
2) Construction depth inside 20 to 30%
Equivalent to 70% of the full import duty
3) Construction depth inside 31 to 40%
Equivalent to 60% of the full import duty
4) Depth of construction inside 41 to 50%
Equivalent to 50% of the full import duty
5) Construction depth inside 51 to 70%
Equivalent to 40% of the full import duty
6) Construction depth inside 71% and above
Equivalent to 20% of the full import duty
B- The list of domestic and foreign construction items and the depth of construction and the percentage of value of each commodity according to the model are prepared by the Ministry of Industry, Mines and Trade in the form of IPI booklet and can be implemented if approved and notified by the Center .
C- Implementation of paragraph 3 of note 2 of the mentioned legal article requires the issuance of a certificate of non-construction inside by the relevant office in the Ministry of Industry, Mines and Trade, in which the exact specifications of the goods along with the order registration number, amount and purchase invoice number (invoice) are specified.
