Customs circular regarding the announcement of the conditions for using Frasco’s tanks

The General Manager of the Customs Export Office of the Islamic Republic of Iran has announced Circular No. 92276/176 as follows:
In order to provide facilities for the production, storage and export of petroleum products and the use of Frasco’s reservoirs (located at the Soheil oil wharf) in the South Pars Special Economic Zone, the following items will be announced:

1- According to the introduction of Soheil oil wharf as a sea border and the decisions taken in the meeting dated 3/26/95 (subject of determining the specialized customs of petroleum products to the customs of the Islamic Republic of Iran), the customs located in the wharf as a specialized customs is allowed to Execution of export procedures for liquid oil and gas products (subject to Article 14 of the instructions of the Central Headquarters for Combating Commodity and Currency Smuggling) is introduced.

2- Regarding the production and commercial units that declare their export cargo in the domestic customs and perform export formalities and obtain export licenses and intend to unload and maintain their export cargo in the tanks of Frasco wharf, it is necessary to take the following action: – At the time of arrival of the cargo to the South Pars Special Zone, while registering incoming cargoes according to the specifications of each tanker in the incoming offices of the region or the information entry system, observing the relevant rules and regulations with the presence of representatives (assessment service, exit door) to unload cargo In the tanks under customs seal, when unloading the tanks for loading in the ship tanks, observing all the relevant rules and regulations and randomly introducing a sample of export cargo and sending it to authorized laboratories, and subsequently sending the test results along with the exchange of documents. And export declaration (obtained from customs of origin) to the standard technical working group.

3- Regarding the production and commercial units that request the unloading of their export cargo in the tanks of Frasco Company before declaring their export cargo in the domestic customs: Tanker in the entrance offices of the region in compliance with the relevant rules and regulations in the presence of representatives (assessment service, exit door) to unload cargo in tanks under supervision and customs seal and after declaring the cargo for export and export formalities in accordance with relevant rules and regulations from Including instructions for preventing and combating smuggling and off-the-shelf supply of subsidized petroleum products and related directives, when loading cargo in ship tanks, observing all relevant rules and regulations, taking a sample of export cargo and sending it to authorized laboratories. 5- Regarding the unloading and export formalities of the Ministry of Petroleum and its subsidiaries in the tanks of Frasco Company, while announcing that the unloading of the said cargoes in the above-mentioned tanks is unimpeded at the time of declaring the main oil products produced by the Ministry and Or its subsidiaries while obtaining a license issued by the National Company for Refining and Distribution of Iranian Petroleum Products for the export of goods (based on the sample of authorized signatures introduced in accordance with the relevant rules and regulations for export formalities) outside the instructions to prevent and combat trafficking And supply of subsidized products outside the network of the Central Headquarters for Combating Commodity and Currency Smuggling. Customs is able to exit the consignment.
