Approval of the Cabinet of Ministers on the by-laws on the cost of services for special economic zones: The First Vice President has announced the approval No. 67725/53219 dated 6/6/1695 addressed to the Secretariat of the Supreme Council of Free Trade, Industrial and Special Economic Zones as follows:

The Cabinet of Ministers in its meeting on 5/27/1695 on the proposal No. 899/10/952 dated 3/18/1695 of the Secretariat of the Supreme Council of Free Trade-Industrial and Special Economic Zones and according to Article (4) of the Law on the Establishment and Management of Special Economic Zones of the Islamic Republic Iran, approved in 2005, approved the by-laws on the cost of services for special economic zones as follows:

Regulations on the cost of services for special economic zones
Article 1- In this regulation, the following terms are used in the detailed meanings related to: A- Region: Each of the special economic zones of the Islamic Republic of Iran. B- Organization: The organization responsible for each region.

Article 2: The cost of the following detailed services shall be collected by the organization from the activists of the region, as the case may be: A- The cost of public and infrastructure services: , Public green space, General area settings, Public water distribution network, Public electricity distribution network, Telecommunication networks, Distribution and feed transmission pipelines of production units, Public lighting, Fire services, Safety, General waste disposal, Physical protection and protection, Environment General life, local insurance, activity license issuance, employment license issuance, formalities and support affairs, all customs services and administrative and supervisory affairs in the region including export, import, transit and transfer goods, transit license issuance, internal warehouse receipt for all goods Imported from the mainland to the region, issuance of foreign warehouse receipt, issuance of main warehouse receipt to settle and announce the receipt of transit goods and carnage, issuance of separate and negotiable warehouse receipt, issuance of certificate of origin, issuance of receipt and dispatch minutes, issuance of consumption certificate , Issuance of installation and use certificate, Issuance of production certificate, Exit bills Goods and settlement of offices, reviewing and supervising the request for transfer of materials and goods from public warehouses in the region to private and industrial warehouses, controlling and supervising the transfer of ownership of goods, reviewing and supervising the preparation of value commission commissions and participating in relevant commissions می‌نماید. B- Cost of engineering services: The funds that the organization receives from the economic activists of the region for engineering services, surveying, technical and documentary control of equipment and plan, issuing licenses, issuing construction licenses, issuing exploitation licenses, issuing completion certificates and the like. C- Cost of transportation facilities services: funds that the organization pays for the services of construction, development, maintenance and maintenance of roads, public land, air, sea, rail, access stairs, scales and weighing, freight and passenger terminals, licensing of transport companies Transportation, issuance of traffic cargo licenses, issuance of cargo licenses for bogey vehicles, issuance of foreign cargo licenses, issuance of bill of lading, issuance of domestic bill of lading, issuance of temporary entry permits, etc. are obtained from economic activists in the region. D- Cost of warehousing, unloading and loading services: funds that the organization in return for hauling, warehousing, transportation, clearing, unloading, loading, goods and cargo (container) and the right to supervise the operations of digging, warehousing, shipping, clearing, unloading, Receives freight, goods and cargo (containers) from economic actors. E- Cost of health, cultural, educational and welfare services: Health services include the establishment and operation of medical and pharmaceutical centers within the geographical, environmental and social capacities of the region. Cultural and educational services include the establishment and operation of various educational centers, including all levels up to higher education, and the establishment of cultural, sports and educational complexes for employed and active human resources. C- Cost of communication services: Communication services include the creation of the necessary infrastructure for the operation and operation of telecommunication and fiber optic networks and advanced technology in order to improve the quality and quantity of communications by providing all required services.

Article 3: The amount of service costs subject to Article (2) of this regulation shall be determined by the organization and in the order prescribed in Article (6) of the executive regulation of the Law on Establishment and Administration of Special Economic Zones of the Islamic Republic of Iran. Subsequent amendments will be approved by the Cabinet.
