Customs explanations regarding the process of implementation of the centralized expert plan and non-referral of the declaration to the service heads’ cartel

Explanations of the Customs of the Islamic Republic of Iran regarding the implementation process of the centralized expert plan and failure to refer the declaration to the cartel of the heads of the Import Evaluation Service in the comprehensive customs system, according to the Research Office of the Technical Information Center of Iran, Director General of the Center Islamic Republic of Iran has announced the circular No. 171210/95/68678/73/306 dated 22/9/1695 addressed to all the executive customs of the country as follows:

Following the circulars leading to the circular No. 68678/95/131 dated 14/04/95, the subject of the implementation process of the centralized expert plan and with regard to the decision made in the meeting dated 08/29/95 of the Information and Communication Technology Council Regarding the non-referral of the declaration to the cartel of the heads of the import evaluation service in the comprehensive system of customs affairs, it was decided:

1. In the process of reviewing the declaration, the expert will be responsible for the final approval.

2- In case of any dispute and also in cases where the expert submits the report, the expert report is sent directly to the cartel of the technical deputy of customs or the deputy technical deputy (for Shahid Rajaei customs, Mehrabad central hall, Bushehr and Tehran) where the consignment is declared. The final decision on the dispute in the relevant customs is made directly by the technical deputy and the director of customs where the goods are declared. Therefore, according to paragraph 3 of the compliance directive, there is no need to form a technical committee and the final opinion of the technical director or deputy is included in the system and the centralized expert acts accordingly.

3- It is necessary for the appointed persons in Tehran Customs, Mehrabad Central Hall, Shahid Rajaei Bandar Abbas and Bushehr 1 Special Economic Zone to act as the Deputy Technical and Customs Affairs Deputy and others to apply for referral declarations.

4. The technical assistants of the customs that are not mentioned in paragraph 2 can appoint a replacement in their absence with the coordination of the manager. Therefore, it is worthwhile to inform all units and subordinate customs offices, and also have regular continuous supervision over the proper execution of the matter.
