The final list of 37 licenses for customs clearance was announced. One of the important points about customs clearance of goods, which in some cases slows down the clearance process or the so-called cessation of goods at customs, is the issuance of licenses that must be issued by various organizations and institutions and submitted to customs by goods owners or their representatives. These licenses generally have a control and inspection aspect and the purpose of issuing them is to prevent non-standard imported goods in terms of health, hygiene, safety, culture, environment and other items. It should be noted that in the case of goods that need to be licensed, their clearance is not possible until these licenses are submitted to customs, and the goods may be stopped at customs for a long time, which is naturally the sole responsibility of the owner of the goods or the licensing organization. And has nothing to do with customs and its operation. Fortunately, with the launch of the electronic system, the window of the cross-border trade unit at the customs has significantly reduced the number of problems for the owners of goods to obtain entry permits, and this is done non-physically by connecting the system to the electronic systems of neighboring organizations.

In this regard, the Center for Import and Affairs of Free and Special Customs Zones of Iran has published a list of 37 types of licenses that must be obtained from neighboring organizations and submitted to customs based on the relevant product categories to be cleared. The announcement states:

At present, with the electronicization of customs procedures and the electronic communication of customs with 22 partner organizations, it is not possible to clear any goods without obtaining a license, in other words, it is not possible to continue the customs formalities in the comprehensive customs system until a relevant license is provided.

According to the law, all imported goods must first obtain an order registration permit from the Ministry of Industry, Mines and Trade, and then the goods must be declared to customs, which is now an electronic process.

25. The import of non-ornamental fish for breeding and reproduction is with the consent of the Ministry of Industry, Mines and Trade and Jihad Agriculture.

26. The import of seeds and plants, which are considered to be tampered with in the export documents of the country of origin, ie they have been produced by genetic modification, is approved by the Environmental Protection Organization in terms of environmental risk assessment.

27- The import of illegal products included in this chapter (with the exception of line 2201,2202,2209) is prohibited.

28- The import of products included in this chapter from the blood and forbidden animals of meat is prohibited

29- It is forbidden to import skin, leather, wool and hair from animals that are forbidden to eat meat, as well as from animals that are allowed to be slaughtered meat in a non-Islamic way.

30. The import of all types of paper of these seasons with an official government mark in the form of a watermark is subject to the approval of the Ministry of Economic Affairs and Finance.

31- The import of clothes and other items used in these seasons is prohibited and is subject to the prior submission of a health certificate from the Ministry of Health and Medical Education.

32- The import of refrigeration goods and refrigeration compressors with chloroflora and CFC11 and CFC12 cranes is prohibited.

33. The import of military and law enforcement items of this chapter is subject to the approval of the Ministry of Defense and Armed Forces Support.

34. The entry of drones covered by this Chapter (88) is subject to the approval of the Ministry of Defense and Armed Forces Support.

35- National Aviation Organization

36- The import of movies is subject to the approval of the Ministry of Culture and Islamic Guidance.

37- The import of cars, trucks, motorcycles, road construction machines subject to the car law is subject to the notification of technical regulations to the specialized customs for car clearance by this center.
