In the first 11 months of 2015, the amount of smuggled cigarettes was estimated at eight billion and 900 million cigarettes.
The head of the Tobacco Planning and Supervision Center of the Ministry of Industry, Mines and Trade announced the ratio of domestic production to the consumption of the country in the first 11 months of last year as 54% and said: this year this figure reached 81%. The policy of implementing Note 3 of Article 102 of the Fifth Development Plan Law has obliged the government to convert imports with the same main brand into domestic production. Published statistics show that last year 16 billion and 400 million cigarettes were officially imported. In the first 9 months of this year, 12 billion cigarettes were produced more than the same period last year.
According to the Ministry of Industry, in 2014, seven cigarette production units were active in the country. This amount has now reached 12 units and it is expected that 2 new units will be put into production soon. All of them are considered private sector. According to the ministry, more than 25,000 trade unions have now received retail distribution licenses.
